1. Organizational Location
The National Consultant, GBV is located in Erbil and the evaluation of the work will be done by UNFPA M&E Specialist
2. Job Purpose
To conduct the Iraq Country Program Evaluation.
3. Major Activities/Expected Results
In-depth knowledge and experience in (at least) one programmatic area and excellent knowledge of the national development context, issues and challenges in the country.
Data collection and analysis work during the design and field phases. Evaluation National Consultant will provide substantive inputs into the evaluation processes through participation at methodology development, meetings, interviews, analysis of documents, briefs, and comments, as agreed by the Evaluation Team Leader and according to the area of responsibility of each national consultant within CPE.
Support the CPE process by participation at interviews/meetings conducting technical inputs and reviews of the design report, draft evaluation report and final evaluation. In addition, if required any other tasks will be agreed by the Team Leader.
Inception report within a month of signing contract.
First version of the report within 3 months of contract signature.
Final version of the evaluation of the report TBC.
The consultant is responsible to provide upon contract signature:
- Work Plan
- Inception ReportOther deliverable as mentioned in approved CPE ToR
- Other deliverable as mentioned in approved CPE ToR
4. Job Requirements
Advanced degree in development studies, Population studies, Reproductive health, Gender or any other relevant area with a demonstrable experience in the review and/or evaluation of development programs.
At least 6 years of experience working in the humanitarian sector, as well as significant evaluation experience including in UNFPA thematic areas: Reproductive Health (RH), Population and Development (PD), Gender-Based Violence (GBV) or Adolescent and Youth (AY).
Good understanding of the interrelationships between population dynamics, reproductive health and rights and gender and its effects on development.
Extensive previous experience in Health, Sexual RH, Population and Development, researcher, data collection and analysis or other related field.
Familiarity with UNFPA's work and mandate
Strong interpersonal skills and ability to work in a multi-cultural team
Excellent analytical, communication and writing skills
Fluency in Kurdish/Arabic is required. Working knowledge and writing skills in English.
