The Position:

The Programme Analyst oversees project formulation and evaluation, joint programming initiatives and national development frameworks. You will lead the programme team and collaborate with the Iraq Country Office’s operations and administrative support staff.

You will report to the UNFPA Deputy Representative.

Main Tasks & Responsibilities

Job Purpose:

Working within a large and complex Country Office environment, you will ensure the effective management of UNFPA activities in Iraq in the areas of young people.  Particularly ensuring that adolescent girls are more empowered to make informed choices about their sexual and reproductive health and rights, exercise leadership and participate in sustaining peace.

Employing your programme management experience, you will provide quality, timely and integrated technical and programmatic leadership in terms of UNFPA policy and strategy related to address youth and reproductive health issues. You will contribute to policy making and strategies related to youth and their inclusion in the global development agenda as outlined in the Iraq Poverty Reduction Strategy, Iraq National Development Plan (2018-2022) and Iraq Vision 2030; which is aligned to the four outcomes of the UNFPA Strategic Plan, 2022-2025, the United Nations Sustainable Development Cooperation Framework (UNSDCF) for Iraq (2020-2024).

And the UNFPA Iraq Country Programme Document (2020 – 2024). You will establish and maintain collaborative relationships with counterparts in government, multi-lateral and bilateral donor agencies and civil society to address emerging issues, and effectively influence diverse stakeholders to contribute to achieving UNFPA’s mandate.


You would be responsible for:

Programme Management

  • In collaboration with Government counterparts, NGOs and other partners, conceptualizing and developing UNFPA-supported youth interventions and strategies that provide the most appropriate contribution to national efforts, and oversee the implementation, monitoring and evaluation of these interventions, using lessons learned to contribute to a national evidence base, aligning with Government priorities and UNFPA programme policies and procedures. 
  • Supporting implementation of the national youth strategy and establishment of an inter-ministerial committee on youth.
  • Supporting analysis, dissemination and utilization of the national adolescent and youth survey.
  • Supporting implementation of the youth, peace and security action plan, in collaboration with Government counterparts, NGOs and other partners.
  • Providing technical and programme guidance and support to national partners in the design and implementation of youth programmes. 
  • Providing technical support that will link vertical programmes and funds to national and sectoral planning, and guidance to ensure full integration and use of resources in support of broader youth efforts.
  • Overseeing achievement of programme results by ensuring appropriate policies are applied and monitoring and oversight mechanisms are established and implemented.
  • Reviewing the political, social and economic environment relevant to UNFPA programme activities, and pursuing opportunities for UNFPA assistance and intervention. 
  • Overseeing project implementation; establishing partnerships with executing agencies, experts, government counterparts and other UN agencies to facilitate timely and efficient delivery of project inputs.

Policy and Advocacy

  • Assessing implications of new policy developments and strategies on programme execution, and ensuring their integration.
  • Promoting substantive and programmatic linkages between UNFPA-supported youth interventions with efforts to promote young people’s empowerment and gender equality, and prevention of early marriage, unwanted pregnancy and prevention/management of STIs and HIV/AIDS.
  • Participating in advocacy and resource mobilization efforts of the CO, by ensuring preparation of relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles, and participating in related meetings and public events.
  • Supporting advocacy platforms for civic engagement and volunteerism of youth.
  • Promoting intergenerational dialogue with communities for peacebuilding and youth initiatives.

Resource Mobilization

  • Participating in resource mobilization efforts of the Country Office by ensuring preparation of relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles, and participating in related donor meetings and public information events.
  • Participating in inter-agency thematic group meetings to ensure UNFPA interests and identifying specific areas for support, building on UNFPA comparative advantages and UNFPA programmatic objectives in the country.

Knowledge Management

  • Ensuring effective knowledge management strategies are implemented by the programme team, capturing lessons learned and best practices for future planning; addressing training needs of project personnel.
  • Supporting capacity development for youth on leadership, decision-making and participation.

Qualifications and Experience

Education:  

Advanced degree in health, population, gender, demography and/or other related social science discipline.

Knowledge and Experience: 

  • Two years of increasingly responsible professional experience in programme and project management including development assistance in the field; 
  • Experience in programme/ project management including experience in large multi-sector projects, designing and appraising proposals and actively liaising with relevant and potential project partners; 
  • Proven experience in coordinating/managing a multi-disciplinary team of staff, experts and consultants;
  • Experience in culturally sensitive programming is essential;
  • Experience in advising and supporting initiatives to promote gender equality and eliminate harmful practices;
  • Demonstrated expertise in the substantive area of work, including programme/project planning design, follow-up, monitoring and evaluation;
  • Strong track record of technical leadership and proven ability to produce demonstrable results
  • Field experience is an asset; 
  • Prior experience in the UN system is an asset.

Languages: 

Fluency in English and Arabic; knowledge of other official UN languages is desirable.
