The Position:

GBV and SRH are universal human rights and public health issues, occurring in various ethnic, cultural, religious, age, and class groups. There are still pressing needs to address the related humanitarian issues across Iraq. UNFPA, through implementing partners, supports Reproductive Health (RH) and Gender-based Violence (GBV) services for women and girls through 50 Women and Girls Safe Spaces (WGSS), six facilities with basic and comprehensive obstetric care, and 11 RH clinics in Ninewah, Anbar, Kirkuk, Salah Al-Din, Erbil, Duhok, Diyala, and Baghdad governorates.

Under the direct supervision of the Gender and Human Rights Programme Coordinator, the incumbent is expected to Support the office in managing the humanitarian programme and ensure coordination of the SRH and GBV interventions.

Job Purpose:

Working within a large and complex Country Office (CO) environment, the National Humanitarian Programme Officer will support the effective management of UNFPA activities in the areas of SRH and GBV, and the efficient implementation of specific projects that will be fully assigned to her/him. Through substantive analysis and assessment of political, social and economic trends, the selected candidate will contribute to project formulation and evaluation, joint programming initiatives and national development frameworks.

She/He will monitor results achieved during implementation, guiding the appropriate application of systems and procedures, and developing enhancements as required.

She/He will also ensure, when relevant, direct coordination with governmental and non-governmental implementing partners to achieve to goals and targets defined under the 2020-2024 Country Programme

You would be responsible for:

  • Ensure follow-up of the general humanitarian situation in Iraq by regularly gathering information on SGBV and SRH concerns of women & girls among refugees and IDPs;
  • Support implementation of necessary SRH and GBV needs assessments as appropriate to inform strategic approaches
  • Act as a focal point for IPs dealing with humanitarian issues
  • Ensure timely and quality reporting related to the humanitarian interventions
  • Support development & follow-up of SRH and GBV-related activities, implementation 
  • Provide programmatic support to IPs on the ground in relation to their respective SRH and GBV-related interventions and activities;
  • Monitor UNFPA’s activities including the supplies and commodities distributed to affected communities, and through the different UNFPA programmatic locations;
  • Represent UNFPA in the different coordination meetings ensuring that SRH, youth, and GBV issues are taken into consideration;
  • Liaising with other Clusters e.g. camp management, Health, protection etc.) to ensure a multi-sectoral approach for GBV and SRH
  • Contribute with comms team to publicizing UNFPA’s GBV and SRH work through press releases, articles, documentaries, etc,
  • Support in documenting good practices and approaches
  • Any other related tasks requested by the supervisor.

 

Qualifications and Experience: 

 Education:  

Advanced degree in Social Work, Public Health, Gender, International Development or another relevant field of study preferred;

Knowledge and Experience: 

  • 3-5 years of field experience, particularly in SRH, GBV and/or youth program management and coordination.
  • Experience in emergencies and conflict situations strongly preferred
  • Familiarity with guidelines for GBV, SRH and Youth programming and coordination
  • Ability to exercise sound judgment and make decisions independently
  • Extremely flexible, and have the ability to cope with stressful situations and frustrations
  • Excellent decision-making skills
  • Team player and strong communication skills, both oral and written
  • Proficient in computer applications (MS Word and MS Excel, MS PowerPoint) is desired

 

Languages: 

  • Fluency in English, Kurdish and Arabic; knowledge of other official UN languages is desirable.
