بمناسبة اليوم الدولي للقضاء على العنف الجنسي في حالات النزاع، نحن نستذكر الآلاف من النساء اللاتي تعرضن للاغتصاب والاعتداء والتعذيب على يد تنظيم داعش في العراق

شهد العراق صعوبات عديدة وموجة عنف جنسي كبيرة بعد الازمة الانسانية بسبب حرب داعش عام 2014، ووقعت الحكومة العراقية على البيان المشترك للعنف الجنسي في النزاع مع مكتب الأمم المتحدة للعنف الجنسي أثناء النزاع والذي يعتبر وثيقة وطنية وخطة للتعافي. نحن اليوم نواجه أزمة جائحة فيروس كوفيد-19 العالمية، لذلك فإنني أدعوكم جميع للتضامن من أجل مواجهة هذه الأزمة والمضي بخطة التعافي إذ إن العنف الجنسي لا يقل خطرا عن خطر كورونا.

معا نتعافى، معا نصنع التغيير ومعا ننجو

إن العنف الجنسي هو سلاح حرب مروع وأسلوب تم الاعتراف به على أنه تهديد يقوض الأمن والسلم الدولي. إضافة الى المعاناة الشديدة التي تقاسيها الضحايا، فإنه يفجع العائلات والمجتمعات. نحن نشيد بالجهود التي بذلتها الحكومة العراقية في التعامل مع المخاوف والهواجس التي تؤثر على الناجيات والناجين من العنف الجنسي في حالات النزاع ومنها مسودة قانون للناجيات الأزيديات الذي يستهدف الأعمال الوحشية التي ارتكبها تنظيم داعش ضد النساء الأزيديات. ونحن نهيب بتوسيع نطاق القانون ليشمل جميع الناجيات والناجين من العنف الجنسي في حالات النزاع على يد تنظيم داعش، بما في ذلك قضايا تسجيل الولادات الناجمة عن عمليات الاغتصاب وجميع الجرائم التي تندرج تحت العنف الجنسي في حالات النزاع بحسب مفهومها وتعريفها.

في عام 2020، وجد العالم نفسه غارقاً في محاربة جائحة فيروس كوفيد – 19 والذي نتج عنها قيام رؤساء الحكومات والشعوب باتخاذ إجراءات احترازية ووقائية تركت العديد من الناس يشعرون بأنهم فقدوا السيطرة على مجريات حياتهم وأسلوب عيشهم. إن هذا الشعور هو ذاته الذي تملك الآلاف من النساء في العراق أثناء فترة النزاع المسلح ضد تنظيم داعش، والذي استخدم فيه التنظيم الاعتداء والعنف الجنسي سلاحاً لإلحاق الضرر والتعذيب، فاختطفت الالاف من النساء اللاتي كن يبعن ويتعرضن للاعتداء الجنسي.

لنعمل معاً من أجل عالم تعيش فيه النساء والفتيات بحرية ومساواة، ولنناهض كراهية النساء وابتذالهن وجوانب عدم المساواة الخفية التي تؤدي إلى ترسيخ ثقافة افلات المجرم من العقاب، ولنقدم رعاية تركز على الناجيات والناجين لأن الجروح العميقة هي في واقع الأمر تلك التي لا تراها العين.

واليوم، جاءت جائحة كوفيد-19 لتذكرنا بالحاجة الملحة للتواصل والتأكيد على التزاماتنا لنصنع مستقبلاً خال من العنف الجنسي والعنف القائم على النوع الاجتماعي. وأيها الأصدقاء، في حين أن هذا الفيروس قد حد من تحركاتنا وتفاعلنا الاجتماعي في جميع أنحاء العالم، فإنه لا ينبغي أن يؤثر على واجباتنا الاجتماعية تجاه أنفسنا وتجاه أولئك الذين يحتاجون إلينا.

On the occasion of the International Day for the Elimination of Sexual Violence in the Conflict, we remember the thousands of women who have been raped, abused, and tortured by Dae’sh in Iraq

Iraq has faced many challenges and a wave of sexual violence during the humanitarian crisis caused the war against ISIL in 2014. As a result, the Iraqi government signed a joint statement on sexual violence in conflict with the Office of the Special Representative of the Secretary-General on Sexual Violence in Conflict, a document that is a national strategy and plan for recovery. Today, we are facing the global COVID-19 crisis, I invite you all to show solidarity and stand together to face this crisis and to proceed with the recovery plan (joint statement) as sexual violence is no less dangerous than COVID-19.

Together we recover, together we make change and together we survive!

Conflict-related sexual violence is a horrific weapon of war and has been recognized as a threat to international peace and security. In addition to extreme victim suffering, it traumatizes and devastates families and communities. 

We commend the efforts of the Government of Iraq to address concerns affecting survivors of conflict-related sexual violence, such as the Draft Yazidi Survivors Law, which responds to the atrocities committed against Yazidi women by Da’esh. We urge that the draft law be expanded in scope to include all survivors of conflict-related sexual violence at the hands of Dae’sh, addressing the registration of children born of rape and including of the full range of conflict-related sexual violence crimes in its definition.

In 2020, the world was overwhelmed with the COVID-19 pandemic. As a result, government, leaders and the population took mitigation and prevention measures. People felt they had no power over their lives. In Iraq, thousands of women and girls felt the same during the armed conflict against Daesh. Sexual violence and abuse were used as a weapon to inflict harm and torture; thousands were abducted, sold and sexually abused.

Let's work towards a world where women and girls can live in freedom and equality. Let's counter misogyny and the underlying inequities that lead to a culture of impunity for perpetrators. And let's provide survivor-centred care because it's the wound you don't see that cuts most deeply. Today, COVID-19 has once again reminded of the urgent engagement and re-commitment needed from all of us to build a future free of sexual and gender-based violence. And friends, while the pandemic has already limited our mobility and social interaction worldwide, it shouldn't affect our social duties towards ourselves and towards others in need.

It provides a global framework for the formulation of government and partner commitments. Since it is non-binding, countries and other stakeholders may choose to support the Nairobi Statement in its entirety, in part, or not at all. In no way does supporting the Nairobi Statement infringe upon national sovereignty.

في بعض دول العالم، يعتبر شهر ايار/مايو وقتاً للاحتفال بالأمهات والعاملين الصحيين الذين يساعدونهم فى عمليات الولادة. وفي 5 أيار/مايو من كل عام، نحتفل باليوم الدولي للقابلات وعملهن المنقذ للحياة في كل مكان. ومع ذلك، ففي شهر أيار/مايو الحالي، ومع اجتياح جائحة فيروس كورونا المستجد (كوفيد- 19) للعالم أجمع، تأتى هذه الاحتفالات بنبرة حزينة. فمع عمل الأنظمة الصحية بأقصى طاقتها، ووضع القيود على الحركة، والمخاوف بشأن التعرض للمرض في منشآت الرعاية الصحية، تخاطر الأمهات والقابلات بصحتهن وحياتهن لجلب حياة جديدة إلى العالم. وفي احتفالات هذا العام، يتقدم صندوق الأمم المتحدة للسكان بالتهنئة للقابلات ويحتفى بالأمهات، ويدعو الشركاء والحكومات حول العالم إلى اتخاذ كل خطوة ممكنة لضمان سلامتهن وصحتهن.

Around the world, May is a time to celebrate mothers and the health workers who help them enter motherhood. Dozens of countries observe Mother’s Day in May and, on 5 May, the International Day of the Midwife honours the life-saving work of midwives everywhere. Yet this May, as the COVID-19 pandemic sweeps through the world, these celebrations arrive on a sombre note. With health systems stretched, movement restrictions in place and concerns about disease exposure in health-care settings, mothers and midwives are risking their own health and lives to bring new life into the world. This May, UNFPA applauds midwives and celebrates mothers, and calls for partners and governments around the world to take every possible step to ensure their safety and health.

أطلقت الحكومة العراقية بدعم من صندوق الأمم المتحدة للسكان ومنظمة اليونيسف نتائج المسح الوطني للفتوة والشباب. وهذا المسح هو الأول من نوعه منذ عام 2009، ويهدف إلى توفير البيانات لحكومتي العراق وإقليم كردستان من أجني وضع سياسات تركز على الفتوة والشباب بناءً على ما يراه الفتوة والشباب كأولويات لهم من أجل مستقبل هداف.

وشارك في الاستطلاع ما مجموعه 33000 عراقي تتراوح أعمارهم بين 10 و30 عامًا في جميع المحافظات من شهر فبراير إلى أبريل 2019. وأجرى الجهاز المركزي للإحصاء وهيئة احصاء اقليم كوردستان المسح بالتنسيق مع وزارة التخطيط وزارة الرياضة في المنطقة الوسطى ووزارتي الشباب والثقافة، والتخطيط في إقليم كردستان وبدعم تقني من صندوق الأمم المتحدة للسكان واليونيسف وبدعم مالي من الوكالة السويدية للتعاون الإنمائي الدولي - سيدا.

The Government of Iraq, with the support of UNFPA and UNICEF, unveiled the results of its National Adolescent and Youth Survey. The survey was the first of its kind since 2009, and its aim is to enable the Iraq and the Kurdistan Region governments to adopt adolescent and youth-centered policies based on what adolescents and youth see as priorities. A total of 33,000 Iraqis between the ages of 10 to 30, participated in the survey in all of Iraq’s provinces from February to April 2019.

The Central Statistical Organization and the Kurdistan Regional Statistics Office conducted the survey in coordination with the Ministries of Planning, Ministry of Sport and Youth and Ministry of Culture and Youth in the Centre and the Kurdistan Region and with the technical support of the UNICEF, UNFPA, and with the financial support from the Swedish International Development Cooperation Agency – SIDA.
